Bubble cling = Dirty glass --- I've heard this too, and my first instinct was, "I want to know this!" And then it was, "Actually, I'd rather not know."
Maybe I don’t go out much or maybe the places I go clean their glassware but it’s been a while since I’ve seen a bubble clingy glass and as I recall I wouldn’t say anything unless the person serving it seemed like they’d care, so, not a big chain restaurant or something like that.

I never have said NO to a beer in a dirty glass heck, the alcohol alone kills the germs and the beer still tastes like beer

You go to all the good beer places that take pride in what they do, I can't speak for the dishwashing practices of a chain.
